    Yes, you can download books and browse the net using Kindle WiFi only version. With 3G, you can do it not only in WiFi only hotspot, but also 3G coverage area (area that you have signal on your mobile phone). Click the link "Live Outside the U.S.?" on the right hand side of the page, then choose your country to see how it is supported at your country:

    There’s no roaming charge for the 3G of the Kindle, $50 is one off charge. You can convert PDF files to the Kindle format for free as well, see the section "Files Kindle Recognizes" on the official page here for what file formats the Kindle can support:
